3、worldintoaglobalvillage,andtheinternationalcommunityisbecomingmoreandmoreinterconnected,withasharedfuturebecomingmoreapparent.Itistheresponsibilityofallofhumanitytodevelop,use,andmanagetheinternetwellandmakeitmorebeneficialtomankind.SinceChinagainedfullaccesstotheinternet,ithasalwaysbeencommittedtop

4、romotinginternetdevelopmentandgovernance.Sincethe18thNationalCongressoftheCommunistPartyofChina(CPC)in2012,theCPCCentralCommitteewithComradeXiJinpingatthecorehasadheredtothephilosophyofpeople-centereddevelopmentandattachedgreatimportancetotheinternet.Chinaengagesinvigorousdevelopment,activeuse,andef

5、fectivegovernanceoftheinternet,andhasmadehistoricprogressinrelevantundertakings.HundredsofmillionsofChinesepeoplehaveagreatersenseofgainfromsharingtheachievementsofinternetdevelopment,andhavecontributedtobuildingapeaceful,secure,open,cooperativeandorderlycyberspace.Withtherapiddevelopmentoftheintern

6、et,thegovernanceofcyberspaceisfacingevermoreprominentproblems.GeneralSecretaryXiJinpinghasproposedtheimportantconceptofbuildingacommunitywithasharedfutureincyberspace,andelaboratedaseriesofmajorprinciplesandproposalsforglobalinternetdevelopmentandgovernance.Hisproposalconformstothedevelopmenttrendso

7、ftheinformationageandofhumansociety.Itrespondstotherisksandchallengesfacingcyberspace,demonstratestheCPCcommitmenttocontributingtohumanprogressandworldharmony,andreinforcesChina,ssinceredesiretostrengtheninternetdevelopmentandgovernancecooperationwithothercountries.Inthenewera,China,sinternationalco

8、operationincyberspace,underthevisionofbuildingacommunitywithasharedfutureincyberspace,hascontinuedtoachievenewprogress,newbreakthroughs,andnewprospects.ThiswhitepaperintroducesChina,svisionofinternetdevelopmentandgovernanceintheneweraanditsactions,sharesitsachievementsinpromotingthebuildingofacommun

9、itywithasharedfutureincyberspace,andoutlinestheprospectsforinternationalcooperation.I.BuildingaCommunitywithaSharedFutureinCyberspaceIsEssentialintheInformationAgeInterconnectionisthebasicnatureofcyberspace.Sharingandco-governanceisthecommonvisionofinternetdevelopment.Withtherapiddevelopmentofglobal

10、informationtechnology,theinternethaspenetratedintoallaspectsofhumanlifeandwork.Asaconsequence,humanityisincreasinglyconfrontedwithdevelopmentandsecuritychallengesincyberspace,whichmustbeaddressedthroughjointefforts.1. Acommunitywithasharedfutureincyberspaceisanimportantpartofaglobalcommunityofshared

11、futureTheworldispresentlyundergoingaperiodofprofoundchangesonascaleunseeninacentury.Anewrevolutioninscience,technologyandindustryisgainingmomentum.TheCovid-19epidemichashadafar-reachingimpact,whiletheforcesofunilateralism,protectionism,andoppositiontoglobalizationareontherise.Theworldeconomicrecover

12、yissluggish,frequentregionalconflictsandturmoilerupt,andglobalproblemsareintensifying.Theworldhasenteredanewperiodofturbulenceandchange.Problemswiththeinternetsuchasunbalanceddevelopment,unsoundregulation,andunreasonableorderarebecomingmoreprominent.Cyber-hegemonismposesanewthreattoworldpeaceanddeve

13、lopment.Certaincountriesareexploitingtheinternetandinformationtechnologyasatooltoseekhegemony,interfereinothercountries,internalaffairs,andengageinlarge-scalecybertheftandsurveillance,raisingtheriskofconflictincyberspace.Somecountriesattempttodecouplewithothers,andcreateschismandconfrontationincyber

14、space.Theincreasinglycomplexcybersecuritysituationcallsformorejust,reasonableandeffectivecyberspacegovernance.Globalthreatsandchallengesincyberspacenecessitatestrongglobalresponses.Chinaistheworld,slargestdevelopingcountryandthecountrywiththelargestnumberofinternetusers.Itunderstandstheunderlyingtre

15、ndsoftheinformationage;upholdsapeople-centeredapproach;andsupportsglobalgovernancebasedonextensiveconsultation,jointcontribution,andsharedbenefits.Chinainsiststhatthebuildingofacommunitywithasharedfutureincyberspaceshouldbebasedonmultilateralandmultipartyparticipationandconsultation,respectforcybers

16、overeignty,andaspiritofpartnership;andtheinternationalcommunityshouldbeencouragedtoexpandpragmaticcooperationandjointlydealwithassociatedrisksandchallenges.ThegoalofbuildingacommunityWithasharedfutureincyberspaceconformstothedevelopmentsoftheinformationageandmeetstheneedsandexpectationsofthepeoplethroughouttheworld.ItisaplanthatChinacontributestotheglobaleffortstopromotethedevelopmentandgovernanceofcyberspaceonthebasisofrespectingcybersovereignty.
