TheserulesareformulatedinaccordancewiththeConstitutionofthePeoplesRepublicofChina,theOrganicLawoftheStateCouncilofthePeoplesRepublicofChina,andotherrelevantlawsandregulations.2. TheStateCouncilshall,initswork,adher

5、etotheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicstoraNewEra,resolutelydefendtheauthorityandcentralizedandunifiedleadershipoftheCPCCentralCommittee,fullyimplementthespiritofthe20thCPCNationalCongressandthedecisionsandarrangementsoftheCPCCentralCommittee,strictlycomplywiththeConsti

8、权威和集中统一领导，全面贯彻落实党的二十大精神和党中央决策部署，严格遵守宪法和法律法规，完整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，努力建设人民满意的法治政府、创新政府、廉洁政府和服务型政府，为全面建成社会主义现代化强国、实现第二个百年奋斗目标，以中国式现代化全面推进中华民族伟大复兴而团结奋斗。3. TheStateCounciliscomposedofthepremier,vicepremiers,statecouncilors,ministers,chairmenofcommissions,governorofthePeoplesBankofChina,auditor-general,andsecretary

14、-general.五、国务院实行总理负责制。总理领导国务院的工作。副总理、国务委员协助总理工作，按分工负责分管领 域工作；受总理委托，负责其他方面的工作或专项任务； 根据统一安排，代表国务院进行外事活动。秘书长在总理 领导下，负责处理国务院的日常工作，副秘书长协助秘书 长工作。5. TheStateCouncilimplementsthepremierresponsibilitysystem.ThepremierdirectstheworkoftheStateCouncil.Thevicepremiersandstatecouncilorsassistthepremierinworkandar

15、eresponsiblefortheworkinthefieldaccordingtothedivisionoflabor;aredelegatedbythepremiertoberesponsiblefortheworkinotheraspectsorspecialtasks;andaccordingtounifiedarrangements,representtheStateCouncilinforeignaffairsactivities.Undertheleadershipofthepremier,thesecretary-generalshallberesponsibleforhan
