3、eRegulationsForthepurposesofadvancingthereformofsimplificationofadministrativeprocedures,decentralizationofpowers,combinationofdecentralizationwithappropriatecontrol,andoptimizationofservicesinaccordancewiththelaw,theStateCouncilhasreviewedtheadministrativeregulationsinvolving中华人民共和国国务院令（第726号）现公布国务

4、院关于修改和废止部分行政法规的决定，自公布之日起施行。总理李克强2020年3月27日国务院关于修改和废止部分行政法规的决定为了依法推进简政放权、放管结合、优化服务改革，国务院对取消和下放行政许可项目涉及的行政法规，以及实践中不再适用的行政法规进行了清理。经过清理，国务院决定：theadministrativeapprovalitemscanceledordelegatedtolowerlevelsandtheadministrativeregulationsnolongerapplicableinpractice.Uponreview,theStateCouncilherebydecidest

5、o:(1) amendcertainarticlesofsevenadministrativeregulations(seeAnnex1);and(2) repealtenadministrativeregulations(seeAnnex2).ThisDecisionshallcomeintoforceonthedateofissuance.Annexes:1.AdministrativeRegulationsAmendedasDecidedbytheStateCouncil(3) AdministrativeRegulationsRepealedasDecidedbytheStaleCou

6、ncilAnnex1AdministrativeRegulationsAmendedasDecidedbytheStateCouncilI.Inparagraph1ofArticle22oftheDetailedRulesfortheImplementationoftheFisheriesLawofthePeoplesRepublicofChina,theconstructionofartificialfishreefsoutsidetheMineofno-fishingareasforbottomtrawlfisherybymotorboatsmustbesubjecttoapprovalb

Paragraph1ofArticle10oftheRegulationontheAdministrationofWeatherModificationisamendedtoread:“Anentityengagedinweathermodificationoperationsshallprovidepre-servicetrainingforthepersonnelengagedinwea

10、thermodificationoperationsaccordingtothetrainingstandardsforweathermodificationoperatorsdevelopedbythemeteorologicaldepartmentoftheStateCouncil.Weathermodificationoperatorsmayconductweathermodificationoperationsonlyaftertheyhavemasteredtherelevantoperationstandardsandprocedures/Paragraph2ofArticle13

11、isamendedtoread:44ReIevantdepartmentsinchargeofruralareasandagriculture,waterresources,naturalresources,emergencymanagement,forestry,andgrassland,amongothers,shall,inatimelymanner,providethematerialsrelatingtotheconditionsofdisasters,hydrology,andfire,amongothers,thatarerequiredforweathermodificatio

12、noperationsfreeofcharge.,二、删去城市供水条例第三十五条第一款第一项。第二款修改为：“有前款第（一）项、第（三）项、第（四）项、第（五）项、第（六）项所列行为之一，情节严重的，经县级以上人民政府批准，还可以在一定时间内停止供水。”三、删去城市房地产开发经营管理条例第八条第三项。四、将人工影响天气管理条例第十条第一款修改为：“人工影响天气作业单位应当按照国务院气象主管机构制定的人工影响天气作业人员培训标准对从事人工影响天气作业的人员进行岗前培训。人工影响天气作业人员应当掌握相关作业规范和操作规程后，方可实施人工影响天气作业。”第十三条第二款修改为：“农业农村、水利、自然资

13、源、应急管理、林业和草原等有关部门应当及时无偿提供实施人工影响天气作业所需的灾情、水文、火情等资料。”第十八条第二款修改为：“人工影响天气作业单位之间转 让人工影响天气作业设备的，应当自转让之日起三十日内 向有关省、自治区、直辖市气象主管机构备案。”Paragraph2ofArticle18isamendedtoread:Thetransferofequipmentforweathermodificationoperationsbetweenentitiesengagedinweathermodificationoperationsshallbereportedtothemeteorologi
