4、alchain,diversebusinessforms,andenormouspotential.Forthepurposesofproactivelyrespondingtopopulationageing,cultivatingnewdriversofeconomicdevelopment,andimprovingthequalityofpeopleslife,withtheapprovaloftheStaleCouncil,thefollowingopinionsondevelopingthesilvereconomyandimprovingthe国务院办公厅关于发展银发经济增进老年人

5、福祉的意见(国办发(2024)1号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：银发经济是向老年人提供产品或服务，以及为老龄阶段做准备等一系列经济活动的总和，涉及面广、产业链长、业态多元、潜力巨大。为积极应对人口老龄化，培育经济发展新动能，提高人民生活品质，经国务院同意，现就发展银发经济、增进老年人福祉提出如下意见。well-beingoftheelderlyareherebyoffered.I. 6、relevantsidesshallfurtherimplementthespiritofthe20thCPCNationalCongress,groundtheireffortsinthenewdevelopmentstage,implementthenewdevelopmentconceptinacomplete,accurateandcomprehensivemanner,acceleratethebuildingofanewdevelopmentparadigm,concentrateeffortsonthepromotionofhigh-qualitydevelopment,adhe

7、retothepeople-centereddevelopmentphilosophy,implementthenationalstrategyforactivelyrespondingtopopulationageing,insistondoingtheirbestwithintheircapacity,boostthebetterintegrationofanefficientmarketandawell-functioninggovernment,promotethecoordinationofcausesandindustries,acceleratethelarge-scale,st

8、andardized,clusteredandbrand-orienteddevelopmentofthesilvereconomy,cultivateadvanced,sophisticated,andcutting-edgeproductsandhigh-qualityservicemodels,enabletheelderlytosharetheachievementsofdevelopmentandenjoytheirhappyoldageinpeace,andcontinuouslyrealizethepeoplesaspirationsforabetterlife.II. 9、lopingtheundertakingsforimprovingpeopleslivelihoodsandaddressingpressingdifficultiesandproblemsthatareofthegreatestconcerntothepeople1. Expandingmealaidservicesfortheelderly.Cateringenterprises,propertysen,iceenterprises,andpublicwelfare一、总体要求以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，立足新发展阶段，完整、准确、全面贯彻新发展理念，

10、加快构建新发展格局，着力推动高质量发展，坚持以人民为中心的发展思想，实施积极应对人口老龄化国家战略，坚持尽力而为、量力而行，推动有效市场和有为政府更好结合，促进事业产业协同，加快银发经济规模化、标准化、集群化、品牌化发展，培育高精尖产品和高品质服务模式，让老年人共享发展成果、安享幸福晚年，不断实现人民对美好生活的向往.二、发展民生事业，解决急难愁盼（一）扩大老年助餐服务。引导餐饮企业、物业服务企业、公益慈善组织发展老年助餐，推动养老机构面向社会开展老年助餐服务。引导外卖平台、物流企业等经营主体 参与老年助餐配送。完善多元筹资机制，允许有条件的地 方给予老年助餐服务机构一定的运营补助或综合性奖励

11、补 助。支持各地结合经济发展水平和财力状况，按规定对享 受助餐服务的老年人给予补贴或发放老年助餐消费券。（二）拓展居家助老服务。鼓励养老机构、家政企业、物 业服务企业开展居家养老上门服务。支持社区助浴点、流 动助浴车、入户助浴等多种业态发展。培育发展专业助老 陪护机构，支持与养老机构共享资源，拓展陪护场景。鼓 励零售服务商、社会工作服务机构等拓展助老服务功能， 提供生活用品代购、家政预约、代收代缴、挂号取药等服 务。andcharityorganizationsshallbeguidedindevelopingmealaidservicesfortheelderly,andelderlycar

12、einstitutionsshallbeboostedtoprovidetothepublicthemealaidservicesfortheelderly.Businessentitiessuchastakeawayplatformsandlogisticsenterprisesshallbedirectedtoparticipateinmealdeliveryservicesfortheelderly.Diversifiedfund-raisingmechanismsshallbeimproved,andthelocalitieswhereconditionspermitshallbeal

13、lowedtogivecertainoperatingsubsidiesorcomprehensiverewardsandsubsidiestomealaidserviceinstitutionsfortheelderly.Alllocalitiesshallbesupportedingrantingsubsidiesorissuingmealaidconsumptioncouponsfortheelderlyenjoyingmealaidservicesasrequiredinconsiderationofthelevelofeconomicdevelopmentandfinancialco

Expandinghome-basedelderlyassistanceservices.Elderlycareinstitutions,housekeepingenterprises,andpropertyserviceenterprisesshallbeencouragedtoprovidedoor-to-doorservicesforhome-basedelderlycare.Thedevelopmentofdiversebusinessformssuchascommunitybathingassistancepoints,mobilebathingvehicles

15、,andbathingassistanceathomeshallbesupported.Professionalelderlyassistanceandnursinginstitutionsshallbecultivatedanddeveloped,thesharingofresourceswithelderlycareinstitutionsshallbesupported,andescortscenariosshallbeexpanded.Retailserviceprovidersandsocialworkserviceagencies,amongothers,shallbeencour

16、agedtoexpandelderlyassistanceservicefunctionsandprovideservicessuchaspurchasingofdailynecessities,housekeepingappointment,withholdingandpayment,andregistrationformedicinecollection.3. Developingcommunityservicesfortheconvenienceofresidents.Byfocusingon15-minutecommunitylifecircles,agroupofconsumerservicecentersfortheconvenienceofresidentsandotherfacilitiesshallbeconstructedandimproved,therationallayoutofphysicals
