ThePlanforBuildingthePilotZoneforttSilkRoadE-Commerce“CooperationinShanghai(the“Plan)isapproved
4、inprinciple.TheMinistryofCommerceandtheShanghai国务院关于在上海市创建“丝路电商”合作先行区方案的批复（国函（2023）115号）商务部、上海市人民政府：商务部、上海市人民政府关于呈请审批关于在上海市创建“丝路电商”合作先行区的方案（送审稿）的请示（商电发（2023）197号）收悉。现批复如下：一、原则同意关于在上海市创建“丝路电商”合作先行区的方案（以下简称方案）。方案由商务部、上海市人民政府印发，并认真组织实施。MunicipalPeoplesGovernmentshallissueanddiligentlyorganizetheimpleme
5、ntationofthePlan.II. InthebuildingofthePilotZoneforSilkRoadE-Commerce“Cooperation,theguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbeadheredto,thespiritofthe20thNationalCongressof(heCommunistPartyofChinashallbefullyimplemented,effortsshallbegroundedinthenewstageofdeve
6、lopment,thenewdevelopmentconceptshallbeimplementedinacomplete,accurate,andcomprehensivemanner,theconstructionofanewdevelopmentpatternshallbeaccelerated,developmentandsafetyshallbecoordinated,thepioneerroleofShanghaiinmakingbreakthroughsinreformandopeningupshallbeexerted,pilotprogramsshallbeencourage
7、d,alignmentwithhigh-standardinternationaleconomicandtraderulesshallbepromoted,innovationsinsystemsandmechanismsshallbeexplored,theopeningupinthee-commercefieldshallbeexpanded,andanewhighlandforinternationalcooperationinthedigitaleconomyshallbecreatedtoplayanimportantroleinsen,ingthehigh-qualityBelta

TheShanghaiMunicipalPeoplesGovernmentshalleffectivelystrengthenorganizationandleadership,andaccordingtotheobjectives,positioning,andkeytasksspecifiedinthePlan,improvemechanisms,specifythedivisionofwork,implementresponsibilities,strengthenriskpreventionandresolution,andsolidlya
9、ndeffectivelypromotethebuildingofthePilotZoneforuSilkRoadE-Commerce,Cooperation.TheMinistryofCommerceshall,inconjunctionwiththerelevantauthorities,strengthenoverallcoordination,二、“丝路电商”合作先行区建设要坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大精神，立足新发展阶段，完整、准确、全面贯彻新发展理念，加快构建新发展格局，统筹发展和安全，发挥上海在改革开放中的突破攻坚作用，鼓励先行先试，对接国
10、际高标准经贸规则，探索体制机制创新，扩大电子商务领域对外开放，打造数字经济国际合作新高地，在服务共建“一带一路”高质量发展中发挥重要作用。三、上海市人民政府要切实加强组织领导，按照方案明确的目标定位和重点任务，健全机制、明确分工、落实责任，加强风险防范化解，扎实有效推进“丝路电商”合作先行区创建工作。商务部要会同有关部门按照职责分工，加强对“丝路电商”合作先行区创建工作的统筹协调和督促指导，注重总结经验，切实维护国家安全。重大事项及时向国务院报告。国务院supervision,andguidanceinthebuildingofthePilotZonefor“SilkRoadE-CommerceCooperationbasedonthedivisionofduties,payattentiontosummingupexperience,andeffectivelysafeguardnationalsecurity.MajormattersshallbereportedtotheStateCouncilinatimelymanner.StateCouncilOctober17,20232023年10月17日
