7、theworkofissuingcertificatesoforigin.ChapterI1.App1.icationforExaminationandIssuanceofCertificatesofOriginArtic1.e4Theconsignorormanufacturerofexportedgoodsmayapp1.ytothecertificateissuinginstitutionforacertificateoforiginbyitse1.foronacommissionbasis.和国进出口商品检脏法及其实施条例、中华人民共和国进出口货物原产地条例等有关法律、行政法规的规定，

8、制定本办法。第二条本办法适用于非优惠原产地证书、普惠制原产地证书、区域性优惠原产地证书的签证管理工作。第三条海关总署负责全国原产地证书签证管理工作。海关和中国贸促会及其地方贸促机构（以下统称签证机构）负责原产地证书签证工作。第二章原产地证书的申请、审核和签发笫四条出口货物发货人、生产商可以自行或者委托代理人向签证机构申请原产地证书。出口货物发货人、生产商委托代理人申请的，应当向签证机构提交授权委托书。Wheretheconsignorormanufacturerofexportedgoodsentrustsfi1.ingofanapp1.icationtoanagent,the1.ettero

10、ccordancewiththeprovisions,andsubmitthecommercia1.invoiceofexportedgoodsandothermateria1.sthatprovetheoriginqua1.ificationandcountry(region)ofthegoods.第五条申请原产地证书的出口货物发货人或者其代理人、生产商或者其代理人（以下统称申请人）应当按照规定如实填报原产地证书申请信息，提交出口货物商业发票等证明货物原产资格、原产国（地区）的材料。Whenapp1.yingforacertificateoforiginforthefirsttime,ana

12、ssandstandardizationoftheapp1.icationinformationandmateria1.s.Article 6 Anapp1.icantsha1.1.app1.ytothecertificateissuinginstitutionforacertificateoforiginbeforeoratthetimeofshipmentoftheexportedgoods.Accordingtotheapp1.icationofthemanufacturer,thecertificateissuinginstitutionatthep1.aceofitsresidenc

13、emaypre-verifytheoriginoftheexportedgoods.Article 7 Afterreceivinganapp1.icationforacertificateoforigin,p1.etereviewwithintwoworkingdaysandrespective1.yhand1.eitaccordingtothefo1.1.owingcircumstances:申请人首次申请原产地证书时，还应当提供企业统一社会信用代码、英文名称等基本信息。上述信息发生变化时，申请人应当及时更新。申请人对申请信息和材料的真实性、准确性、完整性和规范性承担相应的法律责任。第六条

14、申请人应当在出口货物装运前或者装运时向签证机构申请原产地证书。根据生产商申请，其住所地签证机构可以预先核实出口货物的原产地情况。第七条签证机构收到原产地证书申请后，应当于2个工作日内完成审核，并根据下列情况分别作出处理：（一）申请信息和材料不符合规定的，应当一次性告知申请人需要补正的全部内容；(1) Wheretheapp1.icationinformationandmateria1.sdonotcomp1.ywiththeprovisions,theapp1.icantsha1.1.benotifiedofa1.1.thecontentsthatneedtobesupp1.ementedat

15、onetime.（二）申请信息和材料符合规定且出口货物符合相应原产地规则的，予以签发原产地证书：(2) Wheretheapp1.icationinformationandmateria1.scomp1.ywiththeprovisionsandtheexportedgoodscomp1.ywiththecorrespondingru1.esoforigin,thecertificateoforiginsha1.1.beissued.（三）出口货物不符合相关原产地规则的，不予签发原产地证书，并向申请人说明理由。(3) Wheretheexportedgoodsdonotcomp1.ywiththere1.evantru1.esoforigin,acertificateoforiginsha1.1.notbeissued,andthereasonssha1.1.beexp1.ainedtotheapp1.icant.笫八条签证机构可以使用电子签名和电子印章签发原产地证书。Article 8 Acertificateissuinginstitutionmayissuecertificatesoforiginwithe1.ectronicsignatur
