4、thePeoplesRepublicofChina,theProvisionsontheTransferofPostsofCivilServants,andotherapplicablelawsandregulationsforthepurposesofoptimizingthestructureofcivilservantsinleadingauthorities,establishingandimprovingatrainingandselectionmechanismforcivilservantsfromtheprimarylevel,andregulatingthepublicsel

5、ectionofcivilservants.Article2ForthepurposeoftheseMeasures,upublicselectionmeansthemerit-basedpublicselectionandappointmentofcivilservantsbyauthoritiesatorabovethecity(prefecture)levelfortheirinternalbodiesfromauthoritiesatlowerlevels.Publicselection,asoneofthewaysforcivilservantstobetransferredtoan

6、otherpostatthesamelevel,shallhighlighttheneedsoftheworkandbesubjecttoanappropriatescale.Ifthepublicselectionofcivilservantsisrelatedtothepromotiontoordemotionfrompositionsofleadershipandranksortheinterchangeofpositionsofleadershipandranks,therelevantprovisionsshallapply.Article3Thepublicselectionofc

7、ivilservantsshallfollowtheprincipleofmanagementofofficialsbytheCommunistPartyofChina(CPC)5highlightpoliticalstandards,adheretobothmoralintegrityandcapabilitywithprioritygiventomoralintegrity,adheretomeritsregardlessoftheirorigins,adheretoprofessionaldedication,commensurationofpersonswiththeirpostsan

8、dofficialduties,andimpartiality,underscoreactualperformanceandpublicrecognition,andadheretothehandlingofaffairsaccordingtolawsandregulations.Article4Thepublicselectionofcivilservantsshallbeorganizedtotheextentofthespecifiedsizeofstaffingestablishmentsandthenumberofposts,andbeconditionaluponcorrespon

9、dingvacancies.第二条本办法所称公开遴选，是指市（地）级以上机关从下级机关公开择优选拔任用内设机构公务员。公开遴选是公务员转任方式之一，应当突出工作需要，保持适度规模。公开遴选中涉及领导职务和职级升降、领导职务和职级互相转任的，按照有关规定办理。第三条公开遴选坚持党管干部原则，突出政治标准，坚持德才兼备、以德为先、任人唯贤，坚持事业为上、人岗相适、人事相宜，坚持公道正派、注重实绩、群众公认，坚持依法依规办事。第四条公开遴选应当在规定的编制限额和职数内进行，并有相应的职位空缺。Article5Thepublicselectionofcivilservantsshallgenerall

10、ybeorganizedunderthefollowingprocedures:第五条公开遴选一般按照下列程序进行：（一）发布公告;(1) Issuanceofanannouncement.（二）报名与资格审查;(2) Registrationfortheexaminationandqualificationreview.（三）考试;(3) Examinations.（四）考察;（五）决定与任职。(4) Assessment.(5) Decisionandappointment.省级以上公务员主管部门可 以根据需要对上述程序进行 调整。Civilservicedepartmentsatorab

11、ovetheprovinciallevelmayadjusttheaboveproceduresasappropriate.第六条市（地）级以 上公务员主管部门按照管理 权限和职责分工负责公开遴 选工作的综合管理。公开遴 选机关按照公务员主管部门 的要求，负责公开遴选有关 工作。Article6Civilservicedepartmentsatorabovethecity(prefecture)levelshallberesponsibleforthecomprehensivemanagementofthepublicselectionofcivilservantsaccordingtothe

12、iradministrativepowersandthedivisionoftheirduties.Publicselectionagenciesshallberesponsiblefortheworkrelatedtothepublicselectionofcivilservantsaccordingtotherequirementsofcivilservicedepartments.公开遴选有关专业性、技术 性、事务性工作，可以授权 或者委托考试机构以及其他 专业机构承担。Examinationinstitutionsandotherprofessionalinstitutionsmayb

13、eauthorizedorengagedtoundertaketheprofessional,technical,orclericalworkinconnectionwiththepublicselection.第七条省级机关和市 （地）级机关公开遴选，原 则上面向本辖区内下级机关 （含相应层级中央机关直属Article7Aprovincialauthorityoranauthorityatthecityorprefecturelevelshall,inprinciple,organizepublicselectionamongcivilservantsofauthoritiesatlower

14、levels(includingtheinstitutionsdirectlyunderthecentralauthoritiesatthecorrespondinglevel)withintheirrespectivejurisdictions.Whereaprovincialcivilservicedepartmentneedstoorganizepublicselectionoutsidetheprovince(autonomousregionormunicipalitydirectlyundertheCentralGovernment)becauseofservingandguaran
