3、岸、大连金普、四川天府、湖南湘江、南京江北、福州、云南滇中、哈尔滨、长春、江西赣江新区。近年来,按照党中(NationalDevelopmentandReformCommission,March2024)State-levelnewareas(hereinafterreferredtoasunewareas)arethecomprehensivefunctionalplatformsthatundertakethestrategictasksofthestateformajordevelopment,reformandopeningup.Currently,Chinahas19newareas
4、,includingShanghaiPudongNewDistrict,HebeiXiong,anNewDistrict,TianjinBinhaiNewArea,Chongqing1.iangjiangNewArea,ZhejiangZhoushanIslandsNewArea,1.anzhouNewArea,GuangzhouNanshaNewArea,ShaanxiXixianNewArea,GuizhouGui,anNewArea,QingdaoWestCoastNewArea,DalianJinpuNewArea,SichuanTianfuNewArea,HunanXiangjian
5、gNewArea,NanjingJiangbeiNewArea,FuzhouNewArea,YunnanDianzhongNewArea,HarbinNewArea,ChangchunNewArea,andJiangxiGanjiangNewArea.Inrecentyears,inaccordancewiththedecisionsandarrangementsmadebytheCPCCentralCommitteeandtheStateCouncil,allnewareashavemadesolidprogressinreformsandinnovationsthathaveadirect
6、bearingonthebigpictureandspecialfields,gatheredagroupofindustrialclusterswithstrongcompetitivenessandinfluence,andplayedimportantdemonstrationanddrivingroles.Onthenewjourneyahead,forthepurposesoffurthergatheringandstimulatingthestrongmomentumfortakingonresponsibilityandbeingenterprising,enhancingthe
7、functionsofpioneeringexplorationanddemonstrationandleadership,andcreatingimportantgrowthpolesthatdrivehigh-qualitydevelopmentoftheregionaleconomy,thefollowingactionplanforthekeytaskstobeadvancedinaconcentratedmannerinthenextthreeyearsisherebyproposed.央、国务院决策部署,各新区扎实推进事关全局和专项领域的改革创新,聚集了一批具有较强竞争力和影响力的
8、产业集群,发挥了重要示范带动作用。在新征程上,为进一步凝聚激发新区担当作为、干事创业的强劲动力,增强先行探索、示范引领功能,打造带动区域经济高质量发展的重要增长极,现就今后3年拟集中推进的重点工作任务,提出如下行动计划。I. Overallrequirements一、总体要求以习近平新时代中国特色社会主义思想为指导,全面贯彻落实党的二十大精神,坚持稳中求进工作总基调,完整、准确、全面贯彻新发展理念,加快构建新发展格局,着力推动高质量发展,坚持目标导向和问题导向相结合,坚持深化供给侧结构性改革和着力扩大有效需求协同发力,紧紧围绕改革开放综合功能平台的定位,推动新区在建设现代化产业体系上更有作为,
9、在激发经济发展活力上精准施策,在重点领域改革上深化探索,努力打造高质量发展引领区、改革开放新GuidedbyXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,allrelevantpartiesshallcomprehensivelyimplementthespiritofthe20thCPCNationalCongress,staytruetothegeneralprincipleofpursuingprogresswhileensuringstability,completely,accuratelyandcomp
10、rehensivelyimplementthenewdevelopmentphilosophy,acceleratethefosteringofanewdevelopmentparadigm,concentrateeffortsonadvancinghigh-qualitydevelopment,adheretothecombinationofbeingobjective-orientedandbeingproblem-oriented,adheretodeepeningsupply-sidestructuralreformandconcentrateeffortsonexpandingeff
11、ectivedemandsandmakingconcertedefforts,closelycenteronthepositioningofcomprehensivefunctionplatformsofreformandopeningup,boostnewareastobecomeamoreactiveplayerinbuildingamodernindustrialsystem,implementtargetedpoliciesinstimulatingthevitalityofeconomicdevelopment,deepentheexplorationinthereformsinke
12、yfields,strivetocreateleadingareasforhigh-qualitydevelopment,newhighlandsforreformandopeningup,andnewbenchmarksforurbanconstruction,betterservemajorregionalstrategiesandregionalcoordinateddevelopmentstrategies,andmakecontributionstoChinesemodernization.高地、城市建设新标杆,更好服务区域重大战略和区域协调发展战略,为中国式现代化建设贡献力量。II

Enhancingthescientificandtechnologicalandindustrialcompetitivenessofnewareas(1) Intensifyingthefunctionsofdrivingscientificandtechnologicalinnovation.Theadvantagesofscientificandtechnologicalinnovationsingatheringresourcesshallbemaximized,ZhangjiangScienceCityandNanshaScienceCity,amongothers,shall
14、besupportedinundertakingcomprehensivenationalsciencecenterconstructiontaskswithhighquality,agroupoflargescientificfacilitiesshallbeproducedandputintooperation,researchshallbemadeonthefeasibilityofconstructionofagroupofmajorscientificandtechnologicalinfrastructureinnewareaswhereconditionspermitduring
15、the15thFive-YearPlarrperiod,andeligiblenewareasshallbegivenpriorityinenjoyingregionalscientificandtechnologicalinnovationresourcesandplatforms.二、增强新区科技和产业竞争力(一)强化科技创新策源功能。发挥科技创新资源集聚优势,支持张江、南沙科学城等高水平承担综合性国家科学中心建设任务,建成投运一批大科学装置,研究“十五五”时期在有条件的新区建设新一批重大科技基础设施可行性,支持区域科技创新资源和平台向具备条件的新区倾斜。(二)推动跨区域高水平协同创新。支
16、持有关新区把握京津冀协同发展、粤港澳大湾区建设、长三角一体化发展及成渝地区双城经济圈建设、长江中游城市群发展等带来的重大机遇,建立健全协同创新机制,实施产业核心技术联合攻关、科技成果跨区域转化,推动创新要素有序流动和高效配置,服务构建区域科技创新体系。(2) Promotingcross-regionalandhigh-levelcross-regionalcollaborativeinnovation.RelevantnewareasshallbesupportedinseizingthemajoropportunitiesbroughtbythecoordinateddevelopmentofBeijing-Tianjin-Hebeiregion,theconstructionoftheGuangdong-HongKong-MacaoGreaterBayArea,theintegrateddevelopmentoftheYangtz
