4、roughlyimplementingthespiritofGeneralSecretaryXiJinpingsimportantinstructionsonkeepingmajoreconomicindicatorswithinanappropriaterange,implementingthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncil,furtheropeningwidertotheoutsideworld,effectivelymakingcross-cycleadjustments,andbail
5、ingoutenterprises,especiallymicro,国务院办公厅关于做好跨周期调节进一步稳外贸的意见(国办发(2021)57号)各省、自治区、直辖市人民政府,国务院各部委、各直属机构:当前,我国外贸面临的不确定不稳定不平衡因素增多,外贸运行基础并不牢固。为深入贯彻习近平总书记关于保持经济运行在合理区间的重要指示精神,落实党中央、国务院决策部署,进一步扩大开放,做好跨周期调节,助企纾困特别是扶持中小微外贸企业,努力保订单、稳预期,促进外贸平稳发展,经国务院同意,现提出以下意见:small,andmedium-sizedonesengagedinforeigntrade,striv
6、ingtosecureorders,stabilizeexpectations,andpromotingthesteadydevelopmentofforeigntrade,thefollowingopinionsareherebyoffered:一、挖掘进出口潜力I.Tappingthepotentialofimportsandexports(一)进一步发挥海外仓带动作用。积极利用服务 贸易创新发展引导基金等,按照政策引导、市场运作的方 式,促进海外仓高质量发展。鼓励具备跨境金融服务能力 的金融机构在依法合规、风险可控前提下,加大对传统外 贸企业、跨境电商和物流企业等建设和使用海外仓的金融
7、支持。(各地方人民政府,商务部、发展改革委、财政 部、人民银行、银保监会、外汇局、开发银行、进出口银 行、中国出口信用保险公司按职责分工负责)(二)做好大宗商品进口工作。积极保障大宗商品 国内供给。统筹保障大宗商品进口各环节稳定运行。(各 地方人民政府,商务部、发展改革委、交通运输部、国资 委、海关总署、粮食和储备局、能源局按职责分工负责)1. Theleadingroleofoverseaswarehousesshallbefurtherplayed.Theseedfundtoencourageinnovationtodevelopservicestradeshallbeaggressive
8、lyusedtopromotethehigh-qualitydevelopmentofoverseaswarehousesaccordingtothemethodsofpolicyguidanceandmarketoperation.Financialinstitutionswithcross-borderfinancialservicecapabilitiesshallbeencouragedto,whilecomplyingwithlawsandregulationsandkeepingrisksunderConlrO1,increasefinancialsupportfortraditi
9、onalforeigntradeenterprises,cross-bordere-commerceandlogisticsenterprisesinbuildingandusingoverseaswarehouses.(Alllocalpeople,sgovernments,theMinistryofCommerce,theNationalDevelopmentandReformCommission,theMinistryofFinance,thePeoplesBankofChina,theChinaBankingandInsuranceRegulatoryCommission,theSta
10、teAdministrationofForeignExchange,theChinaDevelopmentBank,theExport-ImportBankofChina,andtheChinaExportandCreditInsuranceCorPoraIiOnshallberesponsibleaccordingtotheirdivisionoffunctions)2. Theimportofcommoditiesshallbeeffectivelyensured.Activemeasuresshallbetakentoensurethedomesticsupplyofbulkcommod
11、ities.Coordinatedmovesshallbetakentoensurethestableoperationofalllinksofbulkcommodityimport.(Alllocalpeoplesgovernments,theMinistryofCommerce,theNationalDevelopmentandReformCommission,theMinistryofTransport,theState-ownedAssetsSupen,isionandAdministrationCommission,theGeneralAdministrationofCustoms,
12、theStaleAdministrationofGrain,andtheNationalEnergyAdministrationshallberesponsibleaccordingtotheirdivisionoffunctions)3. Thepotentialofconsumergoodsimportsshallbetapped.Thelistofcross-bordere-commerceretailimportsshallbefurtheradjustedandoptimized,andimportcategoriesshallbeexpanded,soastobettermeetd
13、iversifiedconsumerneeds.Theactivitiestopromotetheinternationalconsumptionseasonshallbeorganizedwhenapproximatetodrivetheimportofconsumergoods.(TheMinistryofCommerce,theNationalDevelopmentandReformCommission,theMinistryofFinance,theGeneralAdministrationofCustoms,theStateTaxationAdministration,andtheS
14、tateAdministrationforMarketRegulationshallberesponsibleaccordingtotheirdivisionoffunctions)II.Ensuringthestabilityandsmoothflowofforeigntradeindustrialchainsandsupplychains4. Thepressureforinternationallogisticsshallberelieved.Foreigntradeenterprisesshallbeencouragedtosignlong-termagreementswithship
15、pingenterprises.Localgovernmentsandimportersandexportersassociationsshallbeencouragedtoorganizemicro,small,andmedium-sizedforeigntradeenterprisestoconductdirect-to-consumer(DTC)withshippingenterprises.Financialinstitutionsshallbesupportedin,whilecomplyingwithlawsandregulationsandkeepingrisksunder(三)
16、挖掘消费品进口潜力。进一步调整优化跨境电商零售进口商品清单、扩大进口类别,更好满足多元化消费需求。适时举办国际消费季促进活动,带动消费品进口。(商务部、发展改革委、财政部、海关总署、税务总局、市场监管总局按职责分工负责)二、保障外贸产业链供应链稳定畅通(四)缓解国际物流压力。鼓励外贸企业与航运企业签订长期协议。引导各地方、进出口商协会组织中小微外贸企业与航运企业进行直客对接。支持金融机构在依法合规、风险可控前提下,利用普惠性金融政策,向符合条件的小微外贸企业提供物流方面的普惠性金融支持。(各地方人民政府,交通运输部、商务部、人民银行、银保监会按职责分工负责)持续加强国际海运领域监管,依法打击违法违规收费、哄抬运价等行为。依法依规调查涉嫌垄 断行为。在多双边场合呼吁共同畅通国际物流。完善I=I常 监测和应急调度机制,增强港口间协同配合。(市场监管 总局、交通运输部、外交部、商务部、海关总署按职责分 工负责)(五)新培育一批外贸创新发展试点。增设一批跨
