5、律性，有利于海关personneltoperformtheirdutiespursuanttolaw,theseRegulationsareenactedinaccordancewiththeConstitution.第一章总则工作人员依法履行职责，根据宪Chapter 1 General Provisions法，制定本条例。第二条海关实行关衔制度。Article2ThecustomsshallapplythesystemofCustomsRanks.CustomsRanksmaybeconferredonthestatecivil海关总署、分署、特派员办公室、servantsoftheGen

6、eralAdministrationofCustoms,sub各直属海关、隶属海关和办事处的administrationsofcustoms,SupervisingOffice,regionalcustoms,subordinatecustomsandoffices.Theanti-smuggling国家公务员可以授予海关关衔。policeofcustomsshallapplythesystemofpoliceranksofthepeoplespolice.海关缉私警察实行人民警察警衔制度。第三条关衔是区分海关工作Article3CustomsRanksarethetitlesandsymbo

10、tClass,SecondClass,ThirdClass;（二）关务监督：一级、二级、3)CustomsSupervisor:FirstClass,SecondClass,ThirdClass;三级；4)CustomsSuperintendent:FirstClass,SecondClass,ThirdClass;（三）关务督察：一级、二级、5)CustomsInspector:FirstClass,SecondClass.三级；（四）关务督办：一级、二级、三级；（五）关务员：一级、二级。第八条海关工作人员实行下Article8CustomspersonnelshallapplytheCus

12、ionerSecondClass;（三）局级正职：一级关务监督4)Deputypositionatthebureaulevel:CustomsCommissioner至二级关务监督；SecondClasstoCustomsCommissionerThirdClass;5)Chiefpositionatthedivisionlevel:CustomsCommissionerThird（四）局级副职：二级关务监督ClasstoCustomsSupervisorSecondClass;至三级关务监督；6)Deputypositionatthedivisionlevel:CustomsSupervis

15、Ranksshallbeconferredonthebasisofthecustomspersonnelscurrentposts,demonstrationof作人员现任职务、德才表现、任职ethicandtalent,timeofholdingthepostandyearsof时间和工作年限为依据。employment.第十条海关招考录用海关工Article10Wherethecustomsemployscustomspersonnelbyexaminationortransferscustomspersonnelfromother作人员或者从其他部门调任海关工departments,thepersonnelscorrespondingCustomsRanksshallbeconferredaftertheirpositionshavebeendetermined.作人员，在确定职务后授予相应的关衔
