1、科学技术进步是一个人类社会发展的重要动力，是促进产业结构升级的催化剂，而科技取得的任何进步必然是在一定的科技投入基础之上实现的。如果科技活动任由市场机制主导，终将走向市场失效的局面。所以，科技事业的健康发展必须要得到政府部门财政的支持。政府可以批准资金直接用于科技活动，也可以鼓励社会各界力量支持科技的进步。目前，我国转变发展方式，推进创新驱动发展战略，十九大报告更是指出要“加快建设创新型国家”。在此背景下，各地方政府纷纷加大财政科技投入，上海近年来全面推进建设具有全球影响力的科技创新中心，也在不遗余力地加大财政科技投入，但存在不同程度的投入资金结构不尽合理、产出效率低下等不足，极大的提高了成本

2、，造成资源浪费。因此在使用有限资金的情况下，如何提高产出效率，增大产出数量，提高产出回报利润是当前学术界的主要研究问题。本文以上海市政府科技投入产出为研究对象，首先梳理国内外财政科技投入绩效评价文献，并对政府科技投入、产出、绩效的概念加以界定，在此基础上总结相关理论与研究方法；其次对上海市政府财政科技投入和产出现状进行了纵向和横向的描述性分析，初步发现上海市财政科技投入存在的问题。接着，实证研究之前，根据目前学术界主要使用的研究方法进行对比，选择本文研究对象选择最有效的理论模型一一即数据包络分析方法（DEA方法）；在科学性、系统性、相关性、可量化、非负数为前提的情况下成立上海市政府财政科技投入

3、绩效评价指标体系，并在主成分分析法基础上，用灰色关联度方法挑选出相关性最高的指标，最终确定了2007年2016年R&D人员全时当量、地方财政科技支出以及R&D经费支出作为投入指标，高技术产品出口额、三大检索论文数以及人均生产总值作为产出指标。最后，运用DEA方法，从综合效率、松弛变量、投影分析等多个角度全面客观分析了上海市整体的财政科技投入和产出水平以及政府科技支出绩效水平，并且将其一起进行交叉验证，最终发现上海政府的科技投入产出有着一系列的问题。结合这一系列定性、定量的研究成果分析，上海市财政科技支出绩效有这样一些问题：第一、上海市政府需要完善科技投入；第二、上海市科技成果的转化率有待提高；

4、第三、企业没有完美的表现创新核心的地位；第四、上海市财政科技支出的科技投入增长机制还有待完善；第五、上海市财政科技支出的监督管理制度极度欠缺。提升上海市政府科技投入产出绩效，是一项复杂的系统工程，必须采取多项政策和措施才能有效。本文考虑到上海市的实际现状，针对目前存在的问题，给出了优化上海市科技投入产出绩效水平的政策主张：第一、优化投入总量和布局；第二、提升科技成果转化率；第三、充分施展政府的引导作用，巩固法制化建设；第四、优化财政科技支出机制，改革财政科技支出的方式；第五、优化财政科技支出的各项制度。关键词：政府科技投入产出绩效评价数据包络分析主成分分析法灰色关联度分析法ACaseStudy

6、act,thedevelopmentofscienceandtechnologyisatypicalpublicproduct,whichcanbegreatlyunderpinnedbythesupportofthegovernmentspublicfinances.Scienceandtechnologyactivitiesthatrelyentirelyonmarketmechanismswillinevitablyleadtomarketfailures.Ontheonehand,thegovernmentshoulddirectlyinvestfundstosupportscient

7、ificandtechnologicalprogress.Ontheotherhand,bygivingfullplaytothefunctionofthegovernment,othersocialresourcescanbedirectedtoinvestinit.Inrecentyears,Chinahasupgradeditsdevelopmentmodeandpromotedthestrategyofinnovation-drivendevelopment.Thereportofthe19thNationalCongressoftheCommunistPartyofChinapoin

8、tedoutthenecessityofacceleratingtheconstructionofaninnovativecountry.Againstthisbackdrop,localgovernmentshaveincreasedtheirfinancialinvestmentinscienceandtechnology.Shanghai,oneofthemostdevelopedeconomicregionsinChina,rankstheleadinglevelinscientificandtechnologicalinnovation,andinturn,itsignificant

9、lybooststhedevelopmentinotherregions.Therefore,itisofgreatimporttostudyShanghaisfinancialinputandtheoutputperformanceinscienceandtechnology.ThispapertakestheShanghaigovernmentsfinancialinvestmentinscienceandtechnologyastheresearchobject.Firstly,itwillsortouttheliteratureonevaluationofperformanceoffi

10、nancialinvestmentinscienceandtechnologyathomeandabroad,anddefinetheconceptsofgovernmentinvestmentinscienceandtechnology,itsoutput,andperformanceevaluation.Onthisbasis,relevanttheoriesandresearchmethodswillbesummarized,fromwhichthemosteffectivetheoreticalmodelbasedonChinasnationalconditionsischosen-t

11、hatis,DataEnvelopmentAnalysis(DEAmethod).Secondly,itwillalsoconductverticalandhorizontaldescriptiveanalysesofShanghai,sfinancialinputandtheoutputperformanceinscienceandtechnologyandidentifythepossibleproblemsinShanghaisfinancialtechnologyinvestment.Then,undertheprinciplesofscientism,systematization,

12、relevance,quantifiabledataandnon-negativenumber,thispaperwillconstructanevaluationsystemofShanghaisfinancialinputandtheoutputperformanceinscienceandtechnology.Bytheemploymentofthefactoranalysismethod,thispaperhasdistinguishedfourmostrelevantindicatorsforevaluatingthelast10yearsfrom2007to2016.Thethre

13、einputfactorsarefull-timeequivalentofR&Dpersonnel,expenditureonfinancialtechnologyoflocalcitiesandexpenditureonR&D.Andthethreeoutputindicatorsareexportvolumeofhigh-techproducts,thenumberofpapersonthreemajorsearchsystemsandrealGDPpercapitalasoutputindicators.Finally,byusingtheDEAmethod,thispapermakea

14、comprehensiveandobjectiveinvestigationoftheoverallfinancialandscientificinputandoutputlevelofShanghaiandtheperformanceofgovernmentscienceandtechnologyexpendituresfromtheperspectivesofcomprehensiveefficiency,puretechnicalefficiency,scaleefficiency,slackvariablesandprojectionanalysis.Theresearchhasdra

15、wnaconclusionofthefollowingproblemsconcerningtheperformanceofShanghaisfiscalexpenditureonscienceandtechnology:(1)thetotalamountandstructureofShanghai,sfinancialexpenditureonscienceandtechnologyneedtobefurtheroptimized;(2)therateofscientificandtechnologicaltransferinShanghairemainslow;(3)theenterpris
