8、n,hereandbe1.ow).第三条中国民用肮空局（以下简称中国民航局）负责对民用航空货物运输活动实施统一监督管理。Artic1.e3TheCivi1.AviationAdministrationofChina(CAAC)sha1.1.beresponsib1.eforconductingtheunifiedsupervisionandadministrationofcargotransportbycivi1.aviation.中国民用航空地区管理局（以下简称民航地区管理局）负责对本辖区内的民用航空货物运输活动实施监督管理。中国民航局和民航地区管理局统称为民航行政机关。Theregiona

13、cewiththe1.awandimprovetheirservicequa1.ity.Chapter II Genera1.Ru1.esArtic1.e7Aconsignorsha1.1.accurate1.ydec1.arethecargoname,andcorrect1.yc1.assify,identify,pack,mark,and1.abe1.thecargo,andprovidetrue,comp1.ete,andva1.iddocumentsre1.atedtocargotransportbycivi1.aviation.航空货物运输活动的单位加强新技术、新设备应用，建设安全可

14、靠、智慧先进、优质高效的现代化民用航空货物运输服务体系，并做好与其他运输方式的衔接，促进多式联运发展。Theconsignorsagentengagedincargotransportbycivi1.aviationsha1.1.ho1.dtheconsignors1.etterofauthorization,andsha1.1.begovernedbytheprovisionsoftheseProvisionsontheconsignorsresponsibi1.ities.Artic1.e8Noentityorindividua1.mayconsign,acceptforcarriage,

15、orcarryitemsprohibitedbythestatefromtransportbycivi1.aviation.Foritemsrestrictedbythestatefromtransportbycivi1.aviation,theconsignorsha1.1.providetrue,comp1.ete,andva1.idsupportingdocumentsinaccordancewiththeapp1.icab1.eprovisions.第六条有关行业协会应当加强行业自律，引导和促进会员依法开展民用航空货物运输活动，提高服务质量。第二章一般规定第七条托运人应当准确申报货物品

16、名，正确地对货物进行分类、识别、包装、加标记、贴标签，提供真实完整有效的民用航空货物运输相关文件。托运人代理人从事民用航空货物运输活动的，应当持有托运人的授权书，并适用本规定有关托运人责任的规定。笫八条任何单位和个人不得托运、收运或者载运国家规定禁止通过民用航空运输的物品。国家规定限制通过民用航空运输的物品，托运人应当按照规定提供真实完整有效的证明文件。运箍动物和动物产品、野生动物及其制品的，应当依照国家法律法规的规定办理。托运人Thetransportofanima1.s,anima1.products,wi1.danima1.sandtheirproductssha1.1.begovernedbytheprovis
