9、本工作方案。一、总体要求以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届二中、三中全会精神，全面贯彻习近平经济思想、习近平生态文明思想，完整准确全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，将碳排放指标及相关要求纳入国家规划，建立健全地方碳考核、行业碳管控、企业碳管理、项目碳评价、产品碳足迹等政策制度和管理机制，并与全国碳排放权交易市场有效衔接，构建系统完备的碳排放双控制度体系，为实现碳达峰碳中和目标提供有力保障。accurateandcomprehensivemanner,thebui1.dingofanewdeve1.opmentpatternsha1.1
