9、Energy(2024)(uCataIogue)basedontheGuidingCata1.ogueforGreenIndustries(2019),inconjunctionwiththere1.evantauthoritiesandbasedonthenewsituation,newtasks,andnewrequirementsofgreendeve1.opment.Itisherebyissuedtoyouforyourcomp1.ianceandimp1.ementation.Youareherebynotifiedofthere1.evantmattersasfo1.1.ows:
10、设厅（委、管委、局）、交通运输厅（局、委）、能源局，中国人民银行上海总部，各省、自治区、直辖市、计划单列市分行，国家金融监督管理总局各监管局，各证监局：为全面宽彻党的二十大精神，培育壮大绿色发展新动能，加快发展方式绿色转型，国家发展改革委会同有关部门在绿色产业指导目录（2019年版）基础上，结合绿色发展新形势、新任务、新要求，修订形成绿色低碳转型产业指导目录（2024年版）（以下简称目录）。现印发给你们，并就有关事项通知如下。一、各地方、各部门可根据各自区域、领域发展重点，以目录为基础，出台和完善有关政策措施，对生产、流通、消费等各环节给予鼓励支持，为相关产业发展创造良好环境。I. 12、opmentofthere1.evantindustries.II. A1.1.re1.evantdepartmentssha1.1.usetheCata1.ogueasabasisforformu1.atingandrevisingtheirsubstantiatedcata1.ogues,sub-cata1.ogues,orexpandedcata1.oguesinaccordancewiththeiractua1.worksoastoimprovetheoperabi1.ityoftheCata1.ogueandguidea1.1.sectorsofthesocietytobetters
13、upportthedeve1.opmentofthere1.evantindustries.III. A1.1.1.oca1.regionsanddepartmentssha1.1.ensuresmoothtransitionbetweentheCata1.ogueandre1.evantsupportpo1.iciesbasedontheactua1.circumstances.Forprojectstheconstructionofwhichhascommencedbeforetheissuanceandimp1.ementationoftheCata1.ogue,theidentific
14、ationoftypesofindustriesmaysti1.1.begovernedbytheGuidingCata1.ogueforGreenIndustries(2019);forprojectsthathavebeenapproved,confirmed,orthathaveundergonerecordationforma1.itiesbuttheconstructionofwhichhasnotcommencedatthetimeoftheissuanceandimp1.ementationoftheCata1.ogue,theidentificationoftypesofind
15、ustriesmaybegovernedbyeithertheGuidingCata1.ogueforGreenIndustries(2019)ortheCata1.ogue.IV. A1.1.1.oca1.regionsanddepartmentssha1.1.furtherstrengtheninternationa1.anddomesticexchanges,promotetheexperienceandpracticeofsupportingthedeve1.opmentofre1.evantindustries,promoteinternationa1.cooperationongr
16、eenstandards,andgradua1.1.yestab1.ishamutua1.recognitionmechanismbetweentheCata1.ogueandre1.evantinternationa1.greenstandards.二、各有关部门可以目录为基础，根据工作实际制修订细化目录、子目录或拓展目录，提高目录的可操作性，引导社会各界更好支持相关产业发展。三、各地方、各部门要结合实际，做好目录与相关支持政策的衔接。目录印发实施前已开工的项目，产业类别认定仍可按照绿色产业指导目录（2019年版）执行；目录印发实施时已完成审批、核准、备案但未开工的项目，产业类别认定可自行选择按照绿色产业指导目录（2019年版）或目录执行。四、各地方、各部门要进一步加强国际国内交流，推广支持相关产业发展的经验做法，推动绿色标准国际合作，逐步建立目录与相关国际绿色标准之间的互认机制
