4、intoforceonJuly1,2024)Article1Forthepurposesofstandardizingtheinterimandexpostregulationofexplorationandexploitationactivities,promotingtheintegrityandself-disciplineofminingrightsowners,andcreatingamarketenvironmentforfaircompetition,theseMeasuresaredevelopedinaccordancewiththeMineralResources1.awo

5、fthePeoplesRepublicofChina,theRegulationonOptimizingtheBusinessEnvironment,andotherlawsandregulations.Article2TheseMeasuresshallapplytoactivitiessuchasentering,publicity,verificationanduseofminingrightsownersexplorationandexploitationinformation.Article3Miningrightsownersexplorationandexploitationin

6、formationshallbemanagedundertheprincipleofinclusivenessandprudence,andthelegitimaterightsandinterestsofminingrightsownersshallbeprotected.Article4TheMinistryofNaturalResourcesisresponsiblefortheadministrationofminingrightsowners*explorationandexploitationinformationacrossthecountry,andorganizethecon

7、structionofthenationalmanagementsystemforminingrightsownersexplorationandexploitationinformation.Thecompetentdepartmentsofnaturalresourcesofthelocalpeoplesgovernmentsatorabovethecountylevelareresponsiblefortheadministrationofminingrightsownersexplorationandexploitationinformationintheirrespectiveadm

8、inistrativeregions.Article5Undertheprincipleofwhoproduces,whoentersinformation,miningrightsownersexplorationandexploitationinformationshallbeenteredbyminingrightsownersandthecompetentdepartmentsofnaturalresourcesofthepeoplesgovernmentsatorabovethecountylevelinthenationalmanagementsystemforminingrigh

9、tsownersexplorationandexploitationinformation,andbepublicizedtothepublicinaccordancewiththeprovisionsoftheseMeasures.笫二条矿业权人勘查开采信息填报、公示、核查、使用等活动，适用本办法。第三条矿业权人勘查开采信息管理应当坚持包容审慎的原则，保护矿业权人合法权益0笫四条自然资源部负责全国矿业权人勘查开采信息管理工作，组织建设全国矿业权人勘查开采信息管理系统。县级以上地方人民政府自然资源主管部门负责本行政区域内矿业权人勘查开采信息管理工作。笫五条矿业权人勘查开采信息按照“谁产生，谁填

10、报”的原则，由矿业权人和县级以上人民政府自然资源主管部门在全国矿业权人勘查开采信息管理系统中负责填报，并依照本办法规定向社会公示。第六条下列信息由探矿Article 6 Thefollowinginformationisenteredbytheexplorationrightowner:(1) Thenameandaddressoftheentityundertakingtheexplorationwork.(2) Theamountoffundsinvestedinannualexploration,thenumberofmajorphysicalworkloadscompletedsuch

11、asexplorationprojectsandsampleanalysis,andwhetherreportsonexplorationresultshavebeenprepared.(3) Thetypesandstagesofexploration,andwhethercomprehensiveexplorationevaluationofco-associatedmineralshasbeencarriedout.(4) Whethertheleftwellandcavernarefilledinatimelymannerafterthecompletionoftheexplorati

12、onoperation.(5) Paymentofrelevantfeesinaccordancewiththerelevantprovisionsoflawsandregulationsontheadministrationofmineralresources.(6) Theperformanceofobligationsforsubmittinggeologicaldata.(7) Theperformanceofotherexplorationobligationsprescribedbylawsandregulations.Article 7 Thefollowinginformati

13、onisenteredbytheexploitationrightowner:权人负责填报:（一）承担勘查工作的单位名称、地址等情况；（二）年度勘查投入资金数额、探矿工程、样品分析等主要实物工作量完成数量，以及是否编制勘查成果报告等情况；（三）勘查矿种、勘查阶段，以及是否对共伴生矿产进行综合勘查评价等情况；（四）勘查作业完毕后是否及时封填遗留并碉情况；（五）按照矿产资源管理法律法规等有关规定缴纳相关费用情况；（六）地质资料汇交义务履行情况；（）法律法规规定的其他勘查义务履行情况。第七条下列信息由采矿权人负责填报：（一）矿山状态，实际开采利用矿种，以及是否编制矿山储(1) Thestatusof

14、themine,themineralspeciesactuallyexploitedandutilized,andwhethertheannualreportonminereservesisprepared,thebasicstatementofreservesstatisticsissubmitted,thecomprehensiveutilizationofmineralresources,theecologicalrestorationofthemineandotherbasicinformation.(2) Theminingrecoveryrate,mineralprocessing

15、recoveryrate,comprehensiveutilizationrate,amountoforeexploited,tailings,andutilizationofwasterockandassociatedminerals.(3) Paymentofrelevantfeesinaccordancewiththerelevantprovisionsoflawsandregulationsontheadministrationofmineralresources.(4) Theperformanceofobligationsforsubmittinggeologicaldata.(5

16、) Theperformanceofotherexploitationobligationsprescribedbylawsandregulations.Article 8 Thecompetentdepartmentsofnaturalresourcesofthepeoplesgovernmentsatorabovethecountylevelareresponsibleforenteringthefollowinginformation:(1) Theinformationonregistrationofnewestablishment,renewal,alteration(transfer),retentionandcancellationofminingrights.量年度报告、报送储量统
