5、ualitydevelopment.Itwilleffectivelypromoteinvestmentandconsumption,andbenefitthedevelopmentnotonlyforthetimebeingbutalsointhelongrun.InordertoimplementthedecisionsandarrangementsoftheCentralCommitteeoftheCommunistPartyofChina,thefollowingactionplanisherebymadetopromoteanewroundoflarge-scaleequipment

6、renewalsandconsumergoodstrade-ins.I. GeneralrequirementsTopromotelarge-scaleequipmentrenewalsandconsumergoodstrade-ins,XiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbetakenastheguidance,theguidelinesofthe20thNationalCongressoftheCommunistPartyofChinashallbethoroughlyimplemented

7、,thearrangementsoftheCentralEconomicWorkConferenceandthefourthplenarysessionoftheCentralFinancialandEconomicAffairsCommissionshallbecarriedout,andeffortsshallbecoordinatedtoexpanddomesticdemandanddeepensupply-sidestructuralreform.Fourkeyactions,includingequipmentrenewal,consumergoodstrade-ins,recove

9、措，将有力促进投资和消费，既利当前、更利长远。为贯彻落实党中央决策部署，现就推动新轮大规模设备更新和消费品以旧换新，制定如下行动方案。一、总体要求推动大规模设备更新和消费品以旧换新，要以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，贯彻落实中央经济工作会议和中央财经委员会第四次会议部署，统筹扩大内需和深化供给侧结构性改革，实施设备更新、消费品以旧换新、回收循环利用、标准提升四大行动，大力促进先进设备生产应用，推动先进产能比重持续提升，推动高质量耐用消费品更多进入居民生活，畅通资源循环利用链条，大幅提高国民经济循环质量和水平。shallbepromoted,resourcere

11、edecisiveroleofthemarketinallocatingresourcesshallbemaximized,anddiversifiedsuppliesandservicesshallbeprovidedbyrelyingonthemarketinlightofthedifferentiatedneedsfortherenewalandreplacementofvariousequipmentandconsumergoods.Theroleofthegovernmentshallbemaximized,morepolicysupportregardingtax,finance,
