3、heWaterLawofthePeoplesRepublicofChinaandotherrelevantlawsforthepurposesofpromotingwaterconservation中华人民共和国国务院令（第776号）节约用水条例已经2024年2月23日国务院第26次常务会议通过，现予公布，自2024年5月1日起施行。总理李强2024年3月9日节约用水条例第一章总则第一条为了促进全社会节约用水，保障国家水安全，推进生态文明建设，推动高质量发展，根据中华人民共和国水法等有关法律，制定本条例。inthewholesociety,safeguardingthewatersafetyo

8、on.第四条国家厉行节水，坚持和落实节水优先方针，深入实施国家节水行动，全面建设节水型社会。Article 4 Theslateshallpracticewaterconservation,adheretoandimplementthepolicyofgivingprioritytowaterconservation,vigorouslyimplementthestate,swaterconsen,ationaction,andbuildawaterconservationsocietyinallrespects.obligations in accordance with the law.A

9、rticle 5 The state shall establish a rigid constraint system for water resources, adhere to the principle of planning urban development, land use, population, and production based on water resources, optimize the layout of territorial space development and protection, promote the scientific and rati

10、onal layout of population and cities, and build a modern industry system compatible with the carrying capacity of water resources.Article 6 The peoples government at or above the county level shall incorporate water conservation work into relevant plans and annual plans for national economic and soc

11、ial development, strengthen the organization and leadership of the water consen,ation work, improve and promote the implementation of water conservation policies and safeguard measures, and plan as a whole, research, and coordinate the resolution of major issues in the water conservation work.Articl

12、e 7 The water administrative department of the State Council shall be responsible for the waler conservation work nationwide. The department of housing and urban-rural development of the State Council shall guide (he urban water consen,ation work according to the division of duties. The departments

14、体系。第六条县级以上人民政府应当将节水工作纳入国 民经济和社会发展有关规划、年度计划，加强对节水工作 的组织领导，完善并推动落实节水政策和保障措施，统筹 研究和协调解决节水工作中的重大问题。第七条国务院水行政主管部门负责全国节水工作。国务院住房城乡建设主管部门按照职责分工指导城市 节水工作。国务院发展改革、工业和信息化、农业农村、 自然资源、市场监督管理、科技、教育、机关事务管理等 主管部门按照职责分工做好节水有关工作。Allentitiesandindividualsshallfulfilltheirwaterconservation任何单位和个人都应当依法履行节水义务。others,oft
