4、.Inrecentyears,allregionsanddepartmentshaveconscientiouslyimplementedthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncilandconcentratedtheireffortsonenhancingandinnovatingtheregulation,whichhasbroughtaboutpositiveresults.However,therearestillproblemssuchasunclarified国务院办公厅关于深入推进跨部门
5、综合监管的指导意见(国办发(2023)1号)各省、自治区、直辖市人民政府,国务院各部委、各直属机构:深入推进跨部门综合监管,是加快转变政府职能、提高政府监管效能的重要举措。近年来,各地区各部门认真贯彻落实党中央、国务院决策部署,着力加强和创新监管,取得积极成效,但一些地区一些领域仍然存在监管责任不明确、协同机制不完善、风险防范能力不强以及重复检查、多头执法等问题。为进一步加强跨部门综合监管,维护公平有序的市场环境,切实降低市场主体制度性交易成本,推动高质量发展,经国务院同意,现提出如下意见。一、总体要求(一)指导思想。以习近平新时代中国特色社会主 义思想为指导,深入贯彻落实党的二十大精神,完整
6、、准 确、全面贯彻新发展理念,加快构建新发展格局,坚持统 筹发展和安全,健全监管体制机制,完善监管制度框架, 创新监管方式方法,对涉及多个部门、管理难度大、风险 隐患突出的监管事项,建立健全跨部门综合监管制度,强 化条块结合、区域联动,完善协同监管机制,提升监管的 精准性和有效性,维护公平竞争的市场秩序,为加快建设 全国统一大市场、推动高质量发展提供有力支撑。regulatoryresponsibilities,imperfectcoordinationmechanisms,weakriskpreventioncapabilities,andrepeatedinspectionsanddupl
7、icatelawenforcementinsomeregionsandfields.Forthepurposesoffurtherstrengtheninginterdepartmentalcomprehensiveregulation,maintainingafairandorderlymarketenvironment,effectivelyreducinggovemment-imposedtransactioncostsofmarketparticipants,andpromotinghigh-qualitydevelopment,withtheapprovaloftheStateCou
8、ncil,thefollowingopinionsareherebyoffered.I. Overallrequirements(1) Guidingideology.GuidedbytheXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,thespiritofthe20thCPCNationalCongressshallbefurtherimplemented;thenewdevelopmentphilosophyshallbeimplementedinafull,accurateandcomprehensivema
9、nner;effortsshallbeacceleratedtofosteranewdevelopmentpattern;coordinationbetweendevelopmentandsecurityshallbeadheredto;regulatorysystemsandmechanismsshallbeimproved;theframeworkofregulatorj,rulesshallbeimproved;innovationsshallmadeonregulatorywaysandmethods;andwithrespecttoregulatoryitemswhichinvolv
10、emultipledepartments,whicharedifficulttomanageandhaveprominentpotentialrisks,interdepartmentalcomprehensiveregulationrulesshallbeestablishedandimproved,tieredarrangementsandinterconnecteddevelopmentacrossdifferentregionsshallbeenhanced,andcoordinatedregulationmechanismsshallbeimprovedsoastomakeregul

13、atedtorealizetheex-ante,interim,andex-postregulationthroughoutthechainsinallfields.坚持协同联动、务实高效。聚焦具体监管事项,逐项理清 责任链条,明确责任分工,加强跨部门、跨区域、跨层级 业务协同,切实增强监管合力,提高综合监管效能。Adheringtocoordinationandinteractionandkeepingpragmaticandefficient.Focusshallbeputonspecificregulatoryitems,responsibilitychainsshallbeclarif
14、iedonanitem-by-itembasis,thedivisionofresponsibilitiesshallbespecified,andinterdepartmental,cross-regional,andcrosslevelbusinesscoordinationshallbestrengthenedtoeffectivelyenhancejointregulatoryforcesandimprovetheeffectivenessofcomprehensiveregulation.坚持问题导向、突出重点。聚焦监管薄弱环节,加快完善 风险隐患突出的重点领域、新兴领域跨部门综合监
15、管制 度,补齐监管短板、堵塞监管漏洞,切实把该管的管好、 管到位。Adheringtoaproblem-orientedapproachandfocusingonthekeypoints.Focusshallbeputonthevulnerabilitiesinregulation,paceshallbepickedupinimprovingtheinterdepartmentalcomprehensiveregulationrulesinthekeyfieldsandemergingfieldswithprominenthiddenrisks,weaknessesinregulationsh
