4、ctionsonapprovingtemporaryadjustmentstotheimplementationoftheprovisionsofrelevantadministrativeregulationsinTianjin,Shanghai,Hainan,andChongqinghasbeenreceived.Thefollowingreplyisherebygiven:一、按照国务院关于同意在天津、上海、海南、重庆开展服务业扩大开放综合试点的批复（国函（2021）I.InaccordancewiththeOfficialReplyoftheStateCouncilonApprovin

5、gtheComprehensivePilotProgramofExpandingtheOpening-upoftheServiceSectorinTianjin,Shanghai,37号），同意自即日起至2024年4月8日，在相关省市暂时调整实施旅行社条例、民办非企业单位登记管理暂行条例的有关规定（目录附后）OHainan,andChongqing(LetterNo.372021,StateCouncil),theStateCouncilhasapprovedthattheimplementationoftheapplicableprovisionsoftheRegulationonTrave

6、lAgenciesandtheInterimRegulationontheRegistrationAdministrationofPrivateNon-enterpriseEntities(thecatalogueisattachedbelow)istemporarilyadjustedinrelevantprovincesandmunicipalitiesfromthedateofissuanceofthisNoticetoApril8,2024.二、国务院有关部门、相关省市人民政府要根据上述 调整，及时对本部门、本省市制定的规章和规范性文件作 相应调整，建立与服务业扩大开放综合试点相适应的

7、管理 制度。11.TheappropriatedepartmentsoftheStateCouncilandthepeoplesgovernmentsofrelevantprovincesandmunicipalitiesshall,accordingtotheaforesaidadjustments,accordinglyadjusttheapplicablerulesandregulatorydocumentsdevelopedbythesedepartmentsandtheseprovinces(municipalities)inatimelymanner,andestablishadm

12、nd序号有关行政法规规定调整实施情况调整实施的地域范围旅行社条例第二十三条外商1投资旅行社不得经营中国内地居民出国旅游业务以及赴香港特别行政区、澳门特别行政区和台湾地区旅游的业务，但是国务院决定或者我国签署的自由贸易协定和内地与香港、澳门关于建立更紧密经贸关系的安排另有规定的除外。允许在上海、重庆设立并符合条件的外商投资旅行社从事除台湾地区以外的出境旅游业务。上海市、重庆市2民办非企业单位登记管理暂行条例放宽外商捐资举办非天津市、海南省、重countriesandtraveltheHongKongservices,SpecialexcepttravelAdministrativetotheTa

13、iwanRegion,Macaoregion.SpecialAdministrativeRegion,andTaiwanregion,unlessitisotherwisedecidedbytheStateCouncil,orprovidedforbythefreetradeagreementssignedbyChinaandtheclosereconomicpartnershiparrangementbetweenMainlandandHongKongorMacao.第二条本条例所营利性养老庆巾称民办非企业单位，机构的民办是指企业事业单位、非企业单位社会团体和其他社会准入。力量以及公民个人利
