11、rgerstate-ownedcapital.第三条国有企业党组织工作Article3ThefollowingprinciplesshallbefollowedintheworkofPartyorganizationsinstate-ownedenterprises:(1)应当遵循以下原则：upholdingtheunityofstrengtheningtheleadershipofthePartyandimprovingcorporategovernance,andintegratingthe（一）坚持加强党的领导和完leadershipofthePartyintoallaspectsofc
12、orporategovernance;善公司治理相统一，把党的领导融(2)adheringtothedeepintegrationofPartybuildingand入公司治理各环节；productionandoperation,andusingthereformanddevelopmentachievementsoftheenterprisetotesttheworkoftheParty（二）坚持党建工作与生产经organizations;营深度融合，以企业改革发展成果检验党组织工作成效;(3)adheringtotheprinciplethatthePartyassumessupervis
13、ionovercadresandtalent,andcultivatinghigh-qualityandspecializedleadersandtalentofenterprises;（）坚持党管干部、党管人才，培养高素质专业化企业领导人(4)adheringtolayinggroundworkatgrassrootslevels,highlightingthedevelopmentofPartybranches,andenhancingthevitalityofgrassrootsPartyorganizations;and员队伍和人才队伍；（四）坚持抓基层打基础，突(5)adhering
14、towholeheartedlyrelyingontheworkingclass,reflectingthestatusofenterpriseemployeesasmasters,andconsolidatingtheclassfoundationofthePartysgovernance.出党支部建设，增强基层党组织生机活力;（五）坚持全心全意依靠工人阶级，体现企业职工群众主人翁地位，巩固党执政的阶级基础。第二章组织设置Chapter2OrganizationalSetup第四条国有企业党员人数100人以上的，设立党的基层委员Article4Anystate-ownedenterprise
15、with100ormorePartymembersshallsetupagrassrootsPartycommittee(hereinafterreferredtoasthePartycommittee,inshort).If会（以下简称党委）。党员人数不足100人、确因工作需要的，经上thenumberofPartymembersislessthan100anditisnecessaryforwork,aPartycommitteemayalsobesetupuponapprovalbythesuperiorPartyorganization.Anystate-级党组织批准，也可以设立党委。ownedenterprisewithnotlessthan50butnotmorethan100PartymembersshallsetupageneralPartybranchcommittee党员人数50人以上、100人以下的，设立党的总支部委员会（以下简称党总支）。党员人数不足50(hereinafterreferredtoasthegeneralPartybranchinshort).Ifthenumbe
