3、ctobertoIstNovember,2023,underthethemetlCraftingaNewAfricabyRethinkingFoundationalLearning,t:AFFIRMthatfoundationalskillsarethebuildingblocksforfuturelearning.Africa,sfuturedependsonitschildren,sfoundationallearning.Demographically,theAfricancontinentistheyoungestintheworld,andwillbeforthenext26year
4、s.Thisholdstremendouspromiseforthecontinent.Thehumancapitalinvestmentswemaketodaytobuildthesefoundationalskillsforouryoungchildrenwillhelpusrealizethecontinentspotentialandambitionstodayandinthefuture.NOTEthatfoundationallearningskillsarecriticalforalllearners,andtheearlyyearsallowlearnerstoacquiret
5、heseskills,whichwillsupporttheirfuturelearningandpredisposethemtosuccess.RECOGNIZEthatAfricanlearnersarestrugglingtoacquirethebasicliteracy,numeracy,andsocialandemotionalskillstheyneedtosucceedinlearning,arealityallcountriespresenthaveacknowledged,confirmed,andagreethatrequiresimmediateaction.URGEfo
6、rstrengthenedcommitmentandactionbyAfricangovernments,andconcertedeffortswithpartnersandstakeholders.Atthecontinental,regionalandnationallevels,thiswillrequireacomprehensiveandcoordinatedactionplanthatcanonlybeachievedthroughstrengthenedcollaborationandpartnerships.REITERATEthatstrongfoundationsforAf
7、rica*schildrencallforintentionaleffortsbygovernmentstosafeguardchildren,saccesstohigh-qualityeducation.ACKNOWLEDGEthatnoteveryinterventionisrelevantforeachcontext.Interventionsrelatedtoteachertrainingandsupport,evidence-basedapproachessuchasteachingattherightlevelandstructuredpedagogy,involvementoft
8、hecommunitymembersinpromotingfoundationallearning,playfullearning,useoflocallymadeteachingandlearningmaterials,andhavingpoliciesthataddressoutofschoolchildrenhavebeendemonstratedtobeeffectiveinfurtheringfoundationallearning.EMPHASIZEtheimportanceofusingdataattheclassroomlevelandduringpolicydecision-
9、making,whichwillrequirecontinentalaction,toenablenationaltargetstobesetandmonitored.REITERATEthatrealizingtheAUAgenda2063-TheAfricaWeWant-dependssignificantlyonhowmuchAfricainvestsinheryouthandchildrenwithqualityfoundationallearning.WEthereforeRESOLVE:Todevelopandadoptastarterpackmodelforfoundationa
10、llearningasaresourceguidetoensureuniformity,continuity,andsustainability.urgeourrespectiveHeadsofStatetobeuChampionsofFoundationalrnmgntocreatevisibilityonitsimportance.ToworkwithADEAandpartnerstocollectrelevantdatatoinformpolicyanddecisionsonfoundationallearningandfosterdialogue,peerlearning,andsha
11、ringofgoodpracticesonwhatworkstofurtherfoundationallearning,inlinewiththe2024YearofEducationforAfrica.TostrengthenlinksbetweenEarlyChildhoodEducationandEarlyGradeBEducationandadvancetheadoptionofstructuredpedagogyand.age-appropriateandlevel-appropriateteachingmethods.Toharnessthepoweroftechnologytoi
